The Department of Energy (DOE) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program provides opportunities for innovative small businesses to engage in research and development projects with potential energy-related applications. Understanding the DOE SBIR/STTR process is crucial for businesses seeking funding from this agency.

Step 1: Topics Issued:DOE announces their topics at least one month before the letters of intent (LOIs) are due. It is essential for applicants to review the announced topics and subtopics to determine which align with their technological innovations. Once a suitable topic and subtopic are identified, applicants can email the listed technical contact for the respective topic to discuss their project further. This communication allows potential applicants to clarify any questions they may have and ensure their project fits within the scope of the topic.

Step 2: Submit your Letter of Intent:All DOE Phase I, Phase II, and extension applicants are required to submit a letter of intent (LOI) to be eligible to submit a full proposal. Applicants have the flexibility to submit up to 10 different LOIs, with each LOI being uniquely responsive to the topic and subtopic to which it is submitted. The DOE utilizes the LOI to determine reviewers and will provide feedback only if a LOI is deemed unresponsive. LOIs must be submitted through DOE’s Portfolio and Award Management System (PAMS) portal, ensuring compliance with the agency's requirements.

Step 3: Submit your Full Application:Full applications are prepared and submitted through the DOE's web portal, grants.gov, using a Workspace unique to a specific Funding Opportunity Number (FON). Applicants must adhere to the guidelines and instructions provided by the DOE for completing and submitting their full applications.

Once submitted, applications undergo review by an external peer review panel consisting of experts in relevant fields. Notifications regarding the outcome of the review process are typically announced within 2-3 months after the full application deadline. By carefully following the guidelines and deadlines provided by the DOE, small businesses can increase their chances of securing funding for innovative research and development projects with energy-related applications.
